New Zealand’s Crypto ATM Crackdown

New Zealand is terminating crypto ATMs and capping international cash transfers at $5,000 to combat money laundering and criminal finance.

Government Announcement

On Wednesday, Associate Justice Minister Nicole McKee detailed the government’s recent reforms to its anti-money laundering and countering financing of terrorism regulations. A new bill aims to enhance enforcement powers for police and regulators, allow the Financial Intelligence Unit to collect broader financial data, and consult on a levy to fund the regime.

> “This Government is serious about targeting criminals, not tying up legitimate businesses in unnecessary red tape,” McKee stated. “We want New Zealand to be one of the easiest places in the world to do legitimate business and one of the hardest for criminals to hide.”

Key Reforms

The reforms include:
– A limit of $5,000 for international cash transfers to prevent criminal organizations from moving funds offshore.
– Encouraging legitimate transfers through electronic banking channels.

An April report highlighted that criminals utilize ATMs to purchase crypto, quickly transferring funds to offshore entities for drug trafficking or scams.

Industry Response

Industry leaders have welcomed the crackdown as a move towards legitimizing the sector, which contains over 221 ATMs, according to Coin ATM Radar.

Janine Grainger, co-founder of Easy Crypto, praised the ban, noting that it signifies a maturation of the sector rather than its dismantling. She emphasized that the changes mainly impact high-risk scenarios and that most users favor safer platforms like reputable exchanges over crypto ATMs, which often impose fees of up to 20%.

Arjun Vijay, founder of Giottus, remarked on the high conversion fees of crypto ATMs (typically 5-10%), making them less attractive to cost-conscious users. He stated that without adequate safeguards like KYC, bans would be inevitable in various jurisdictions.

Global Concerns

The crackdown aligns with international scrutiny over crypto ATMs linked to fraud and money laundering. For example, Australia’s AUSTRAC recently issued warnings about the sector, while Spokane, Washington, voted to ban crypto kiosks entirely following reports of significant fraud losses associated with the machines in 2024.
