Constitutional Court of Montenegro Rejects Do Kwon's Extradition Appeal

The Constitutional Court of Montenegro rejected former Terraform Labs CEO Do Kwon’s appeal against a previous Supreme Court decision on his extradition, local news outlet Vijesti reported.

The court panel unanimously decided to reject Kwon’s appeal on Tuesday, as stated in the report. This follows a ruling in October that suspended Kwon's extradition proceedings until a decision was reached on the appeal.

Kwon’s rejected appeal challenged the Supreme Court of Montenegro's September ruling to nullify the Terra founder’s transfer to South Korea, determining that the final extradition decision would lay with the country’s Minister of Justice.

In February, the High Court in Montenegro initially ruled to extradite Kwon to the United States in relation to the Terra-Luna collapse of 2022. However, this decision was reversed in early March, with the court opting instead to extradite him to South Korea, which led to months of appeals, delays, and inconsistent rulings.

Following numerous reversals and delays, Kwon's extradition — whether to South Korea or the U.S. — now hinges on Justice Minister Bojan Božović's decision, with the final date for any extradition still pending.

Kwon's local attorney, Goran Rodić, urged Božović to ensure an impartial extradition decision based purely on legal grounds, and free from political influences, as reported by local news outlet Pobjeda.

The extradition case of Kwon has resulted in political scandals in Montenegro, with former Justice Minister Andrej Milovic accusing Prime Minister Milojko Spajić of favoring extradition to South Korea due to financial ties with Kwon.
